Good morning everyone.

My greetings and thanks go to Minister of Foreign Affairs Antonio Tajani, who has organised this important initiative dedicated to the Western Balkans, a region that is of strategic importance for Italy’s national interests. Being close to this region, Italy is well aware of its vital importance for the whole of Europe’s future. We know from experience that anything that happens on the other side of the Adriatic has immediate repercussions on us. 

There therefore could not have been a more suitable place to hold this conference. Trieste and the Friuli-Venezia Giulia region are closely linked and connected to the Balkans by     deep-rooted economic and cultural relations. Trieste, known as the ‘most Italian’ city at the same time as the ‘most Central European’ city in Italy, represents a natural and extraordinary bridge between Italian and Latin identity and the Slavic and Germanic peoples who are closest to us. This area’s entrepreneurial fabric also represents a winning example of Italy’s ability to perform well on international markets, thanks to its talent and creativity.
Current geopolitical dynamics make this conference more necessary than ever. The Russian Federation’s war of aggression against Ukraine (we are now into the eleventh month) presents us with choices that are inevitably strategic in nature. Europe has a great responsibility towards the Balkans and must be committed to reaffirming this region’s sense of belonging to our world and our values. This is precisely the message I conveyed at the summit between European Union and Western Balkan leaders in Albania on 6 December. It was important to reiterate the European Union’s commitment to supporting the region with concrete measures, and to do so in Tirana. I am thinking, for example, of the EUR 1 billion support package for the energy sector to mitigate the effects of price rises and to provide households and businesses with real help.
However, we cannot stop at economic measures alone. The European Union must urgently develop a new vision regarding this region and make enlargement to the Western Balkans one of its priorities. We cannot allow this area, which is so strategic for our continent, to remain outside of the “common European home” for much longer. This is why Italy will continue to spearhead efforts for the Western Balkans’ European integration process to be able to continue with even more impetus and determination. For us, this is also an issue of absolute importance that regards our national security, and this is also why we cannot neglect it.

This Government’s aim is to bring ‘more Italy to the Balkans’. After all, this is what all our friends in the region are asking us, and this is something that I saw first-hand during my meetings at the Tirana summit. Our companies already play a leading role in the region, but we must revitalise this presence and invest in strategic sectors. I am thinking not only about infrastructure and power grids but also about the development of small and medium-sized enterprises, for whom the Italian model can offer truly cutting-edge expertise. At the same time, we must take full advantage of the opportunities offered by the countries in this region, and make the most of the substantial growth margins that exist for our companies in those very important markets. 

Companies are already taking steps; it is above all Italy’s institutions that have to do more. We cannot find ourselves behind nations that have less experience than us in this region. That is why we have already taken action and I can see that the Ministry of Foreign Affairs and International Cooperation, led by Minister Tajani, is increasingly active, with regard to both political and economic relations. The Government is present and is ready to do its part to strengthen Italian companies’ presence in the Balkans. Today’s conference provides an opportunity to discuss concrete ways to revitalise Italy’s initiatives in this region and to make the most of the significant opportunities that the Balkans are able to offer our companies. I firmly believe there is great complementarity between our national economic system and that of Western Balkan countries and I am convinced of the possibility to develop successful forms of cooperation, on industry and trade, between the two sides of the Adriatic. 

The security and growth of all Western Balkan populations are crucial for Italy’s national interest. For our nation, it is not about focusing on one partner, and then on another, to only then ignore everyone; this is not what is being asked of us and this is not what we have to do. We have always been supportive of all our neighbours in times of difficulty, and we are working with everyone to achieve shared growth in terms of security. All this can only happen within a European context. This is why we are striving for regional integration within a European Union accession process for all countries in the region, and we believe that supporting stabilisation and full European integration means working to achieve cooperation in the fight against corruption, in combatting illegal trafficking, in managing and containing irregular migration flows and in preventing and countering all forms of radicalism.  

Many challenges lie ahead to strengthen the bond between Italy and the Western Balkans. There is a great deal of work to do, and I am convinced that this conference can be another important part of this path, along which institutions and the world of business must walk together, united. So, thank you and I wish all of you all the best with your work.

Good evening. Thank you, I am proud of my new ‘uniform’.

It is an honour to be here with you aboard the Carabiniere, a ship par excellence, a source of pride for the Armed Forces and a masterpiece of technology, innovation and modernity.
I also think that military resources, technology and innovation, are tools. The aim remains to defend Italy’s national interest; the aim remains our credibility in the world, and these goals depend on you. Before any tool that our intelligence can come up with, and that our hands can build, come your professionalism, your motivation, your sacrifices.  

You have chosen a career that involves many sacrifices, because yours is not an ordinary job. You can only make these sacrifices when you have enough motivation to give up a lot, sometimes everything. You have much less freedom to manage your lives than so many others have, and yet you are freer than anyone else. I shall say the same thing to you as I said in Iraq when I visited our military contingent there. The philosopher Gustave Thibon said that being free is not about the extent to which we do not depend on anything or anyone; we are free to the extent to which we live off what we love, and we are slaves to the extent to which we depend on what we cannot love. In your case, you depend on something that you love.
That is why, despite all your sacrifices, you demonstrate what freedom is, and you make your nation freer. 
Italy must thank you, because we are aware of the choices you have made and the reasons why you have made them. This is why we use the word ‘missions’. Admiral, there is a difference between a mission and a task. What is it? The difference between a task and a mission lies in the deep and intrinsic value that is given to said assignment.

I believe it is worth remembering this, it is worth extolling, and those running the country must have the humility to always be present, and to say thank you. The fact that Italy is such a valued, credible and strong nation, as acknowledged around the world, is above all thanks to your sacrifices, your professionalism, your humanity and you holding your heads high.

On behalf of the Government, I wish to thank the Admiral, the Captain and all the crew, especially for everything you do here in the Mediterranean through the operation ‘Safe Mediterranean’. The vast majority of our national interests lie in the Mediterranean. For us, this is a crucial area and, representing the current Italian Government, I believe that the work you are doing is extremely strategic, because, as you have seen, we are going back to making Italy a priority in the Mediterranean, considering its strategic interests. If it weren’t for your patrols, for your fight against illegal trafficking, for your defence activities and supervision of strategic infrastructure – crucial, comprehensive work – we would not have the preconditions to carry out the work we want to do.

You do the bulk of the work and, ultimately, we try to provide what is missing and do our part. So, on behalf of Italy, of the country you represent and love so much, thank you; on behalf of all Italians, our thanks go to you, to your families and to those who love you and, together with you, must also make sacrifices, giving up certain things for something that is inevitably very, very important, for you, for me and for so many of us.

Buongiorno a tutti.

Ringrazio e saluto il Ministro degli Esteri Antonio Tajani che ha promosso quest’importante iniziativa dedicata ad una regione, come i Balcani occidentali, che è di rilievo strategico per gli interessi nazionali italiani. In quanto Nazione vicina, l’Italia conosce bene l’importanza nevralgica che quest’area riveste per il futuro dell’Europa intera. Sappiamo per esperienza che tutto quello che accade al di là dell’Adriatico ha un riflesso immediato su di noi.

Non poteva quindi esserci luogo più adatto per questa Conferenza. Trieste e il Friuli-Venezia Giulia sono intimamente legati e connessi al mondo balcanico da profonde relazioni economiche e culturali. Trieste, allo stesso tempo la “più italiana” e la “più mitteleuropea” tra le città italiane, rappresenta un ponte naturale e straordinario tra l’identità italiana e latina con quella dei popoli slavi e germanici a noi più vicini. Il tessuto imprenditoriale di questo territorio rappresenta, inoltre, un esempio vincente della capacità italiana di affermarsi nei mercati internazionali, grazie al suo talento e alla sua creatività. 
 
Le attuali dinamiche geopolitiche rendono questa Conferenza quanto mai necessaria. La guerra di aggressione della Federazione Russa all’Ucraina - siamo arrivati oggi all’undicesimo mese - ci pone davanti a scelte inevitabilmente strategiche. L’Europa ha una grande responsabilità verso i Balcani e deve impegnarsi per riaffermare il senso di appartenenza di questa regione al nostro mondo e ai nostri valori. È esattamente questo il messaggio che ho portato il 6 dicembre scorso al Vertice dei Capi di Stato e di Governo dell’Unione Europea e dei Balcani occidentali in Albania. È stato importante ribadire proprio a Tirana l’impegno dell’Unione Europea a sostegno della regione con misure concrete. Penso, ad esempio, al pacchetto da un miliardo di euro a supporto del settore energetico per mitigare gli effetti della crescita dei prezzi e assicurare un aiuto concreto a famiglie e imprese.
 
Non possiamo fermarci però solo alle misure economiche. È urgente che l’Unione europea sviluppi una nuova visione nei confronti di questa regione e metta l’allargamento ai Balcani occidentali tra le sue priorità. Noi non possiamo permettere che questo quadrante strategico per il nostro Continente resti ancora a lungo fuori dalla “Casa comune europea”. È la ragione per la quale l’Italia continuerà a battersi in prima linea affinché il processo di integrazione europea dei Balcani occidentali possa proseguire con ancor più slancio e determinazione. Per noi si tratta anche di un tema di rilievo assoluto che riguarda la nostra sicurezza nazionale e che per questo, anche per questo, non possiamo trascurare.
 
L’obiettivo di questo Governo è portare ‘più Italia nei Balcani’. Del resto, è quello che ci chiedono tutti gli amici della regione e che ho constatato personalmente negli incontri che ho avuto al vertice di Tirana. Le nostre aziende sono già protagoniste nella regione, ma dobbiamo rinnovare questa presenza e investire nei settori strategici. Penso non solo alle infrastrutture e alle reti energetiche ma anche allo sviluppo delle piccole e medie imprese, per le quali il modello italiano è in grado di offrire un’esperienza assolutamente all’avanguardia. Allo stesso tempo dobbiamo sfruttare appieno le opportunità offerte dagli Stati di questa regione, colmare i consistenti margini di crescita che esistono per le nostre imprese in quei mercati molto importanti.
 
Le imprese già si muovono, ma sono soprattutto le Istituzioni italiane che devono fare di più. Non possiamo essere alle spalle di Nazioni che hanno un'esperienza minore della nostra in questa regione. Ci siamo per questo già mossi e vedo quanto la Farnesina guidata dal Ministro Tajani sia sempre più attiva, sia sul fronte dei rapporti politici che su quello dei rapporti economici. Il Governo c’è ed è pronto a fare la sua parte per rafforzare la presenza delle aziende italiane nei Balcani. La Conferenza di oggi offre l’occasione per discutere delle modalità concrete per rilanciare l’azione dell’Italia in questa regione e per mettere a sistema le opportunità significative che i Balcani sono in grado di offrire per le nostre aziende. Sono fermamente convinta della complementarietà tra il nostro sistema economico nazionale e quello dei Paesi dei Balcani occidentali e sono convinta della possibilità di sviluppare forme vincenti di cooperazione, industriale e commerciale, tra le due sponde dell’Adriatico.
 
La sicurezza e la crescita di tutti i popoli dei Balcani occidentali sono fondamentali per l’interesse nazionale dell’Italia. Per la nostra Nazione non si tratta di puntare su un partner e poi su un altro per successivamente ignorare tutti. Non è questo quello che ci viene chiesto e non è questo quello che dobbiamo fare. Siamo stati sempre solidali con ciascuno dei nostri vicini nei momenti di difficoltà e siamo a fianco di tutti nel lavoro per una crescita condivisa nella sicurezza. Tutto questo non può che avvenire che all'interno di un contesto europeo. Per questo ci battiamo per un'integrazione regionale nell'ambito di un processo di adesione all’Unione europea di tutti gli Stati della regione e crediamo che sostenere la stabilizzazione e la piena integrazione europea significhi lavorare per una cooperazione nella lotta alla corruzione, nel contrasto ai traffici illegali, nella gestione e nel contenimento dei flussi migratori irregolari, nella prevenzione e nel contrasto del radicalismo in ogni sua forma.
 
Sono tante le sfide che abbiamo davanti per rafforzare il legame tra l’Italia e i Balcani occidentali. C’è un grande lavoro da fare e sono convinta che questa Conferenza possa essere un altro importante tassello di questo percorso, che deve vedere Istituzioni e mondo imprenditoriale camminare insieme, uniti.
