NRRP steering committee meeting held at Palazzo Chigi, chaired by President Meloni

A steering committee meeting for the National Recovery and Resilience Plan (NRRP) was held at Palazzo Chigi this afternoon. The meeting, called by Minister for European Affairs, Southern Italy, Cohesion Policy and the NRRP Raffaele Fitto, was chaired by President of the Council of Ministers Giorgia Meloni and was also attended by Government Ministers and representatives of regional, provincial and municipal authorities. During the meeting, the progress of NRRP implementation was reviewed and an update was provided on the payment of the third instalment, amounting to EUR 18.5 billion, which should arrive in the coming days. There was also an update on the payment request for the fourth instalment, amounting to EUR 16.5 billion, which the Government sent to the European Commission on 22 September, and regarding an initial analysis of the milestones and targets to be met for the fifth instalment, also based on the proposed revision of the Plan.
“Today’s steering committee meeting – stated President of the Council of Ministers Giorgia Meloni – was a useful opportunity to note the work that has been carried out during the Government’s first eleven months in office, what we are called upon to do in order to reach the short-term objectives and, above all, what needs to be done today in order to roll out projects tomorrow, ensuring Italy’s complex and comprehensive NRRP is implemented in full. We are expecting the third instalment to paid in the coming days and, over the last few days, we have formally requested payment for the fourth instalment; we are working intensively to reach the objectives for the fifth instalment and to complete an overall revision of the Plan, including the REPowerEU chapter”.
With regard to the 28 objectives for the fourth instalment, European Commission services are already carrying out their checks in order to ensure payment of the EUR 16.5 billion by 31 December 2023.
The steering committee meeting went on to focus on the milestones and targets for the fifth instalment: with the Plan as it stands, there are 69 objectives to be met by 31 December 2023, of which 23 milestones and 46 targets, corresponding to a gross amount of EUR 18 billion for the fifth instalment.
The proposals to amend the NRRP relating to the fifth instalment, which were sent to the European Commission on 7 August, involve postponing 13 objectives and eliminating six, which can be covered with other sources of funding and by integrating the milestone relating to the new single Special Economic Zone (SEZ) measure (reform). If all amendment proposals are approved, there will be 51 objectives to be met by 31 December 2023 instead of 69, of which 30 targets instead of 46 and 21 milestones instead of 23.
“Over the last few days, together with the detailed reporting on the objectives for the fourth instalment and checks into those connected with the fifth instalment, – explained Minister for European Affairs, Southern Italy, Cohesion Policy and the NRRP Raffaele Fitto – constructive talks are ongoing with European Commission services for an overall revision of the Plan and for the inclusion of the new REPowerEU chapter, which will be fundamental to structurally reach the competitiveness, energy security and environmental sustainability objectives indicated by the European Commission”.
The EU Council’s decision on the revision of the NRRP and the new REPowerEU chapter is expected by 31 December 2023.
Today’s work by the NRRP steering committee will be shared with the organisations representing economic and social partners at the meetings to be held on Tuesday 26 and Wednesday 27 September, which will be divided into sector-specific sessions during which the proposals drawn up by partners will be examined, also with reference to the revision of the Plan and the inclusion of the REPowerEU chapter.
