Single SEZ for the South: expansion of Novartis pharmaceutical plant in Torre Annunziata and construction of a resort in the province of Taranto

13 September 2024

The Government is continuing its work to support the development of production facilities and the expansion of existing ones in all eight regions of the single Special Economic Zone (SEZ) for the south of Italy, through streamlined and faster procedures.
In particular, the Government task force has today signed two ‘single authorisation’ permits regarding, respectively, the expansion of the Novartis pharmaceutical plant in Torre Annunziata, in the province of Naples, and the construction of a resort in the province of Taranto.
The first project is part of the pharmaceutical multinational’s development plan which focuses on the strategic role of its plant in Italy’s Campania region, providing for EUR 80 million in investments by 2025. More specifically, the authorised project involves the development of a new production division and a new intensive warehouse, to boost production volumes for new pharmaceuticals and make their packaging more efficient.
The second project, entitled ‘La Maviglia’, is a resort to be built in Maruggio, in the province of Taranto, on an area covering more than 100 hectares. The investment is set to create one of the most important facilities on the global circuit, where it will also be possible to hold international competitions. It is estimated that this project will be worth more than EUR 200 million, offering a decisive contribution to boost the tourism and hospitality industry along the Ionian coast of Taranto.

“The Mezzogiorno’s revival starts here – stated President of the Council of Ministers Giorgia Meloni – from the competitive businesses that set up and create jobs there, from the ability to attract investments that are strategic for Italy and Europe, from the enhancement of its human capital, resulting in quality employment. I strongly believed in this venture when the Government established the single SEZ for the Mezzogiorno, advocating for a modern vision of economic development focusing on the freedom of enterprise. We are now seeing the first fruits of that venture in terms of new production facilities, jobs and technological innovation”.

The Minister for European Affairs, Southern Italy, Cohesion Policy and the NRRP, Raffaele Fitto, expressed “great satisfaction with the work carried out: these investments show that the single SEZ provides the Mezzogiorno with concrete prospects for revival”.

In addition to these projects, there are also others that have benefited from the ‘single authorisation’ procedure. These include, by means of example: the new production line for innovative ultra-stable films at the company IRPLAST S.p.A. in Atessa (CH), Abruzzo, worth EUR 55 million; the expansion of the Fontenoce water bottling facilities belonging to SILA S.p.A. in Parenti (CS), Calabria, worth EUR 16 million; the shipyard for the production, storage and maintenance of leisure boats by Maxitender S.r.l. in Olbia, Sardinia, worth EUIR 12 million; expansion of the NEW FDM S.p.A. logistics facility in Modica (RG), Sicily, worth EUR 13 million; the temperature-controlled logistics warehouse to store dairy products by DI CIERO S.r.l in Campochiaro (CB), Molise, worth EUR 8 million.
