Colleagues, friends, representatives of the Italian and US private sector, 

the Partnership for Global Infrastructure and Investment is among the strategic projects launched within the G7, to support the development and economic growth of the most fragile nations, particularly in Africa and Asia. 

When this initiative was launched two years ago, we immediately believed in it because it has the same approach that inspires the Mattei Plan for Africa, the plan that Italy is carrying out together with the African Nations to encourage quality investments and large projects in the infrastructure, energy and production fields, with a focus on training and education in the African continent. 
It is the same spirit of the Global Gateway, promoted by the European Union and specifically aimed as well at the African continent.

We consider the PGII, the Mattei Plan and the Global Gateway the three pillars of a broader G7 strategy to build a new model of partnership with the African Nations. To this end, we intend to create, between these three initiatives, structured synergies and coordinated activities, to maximize efforts and investments, and thus obtain greater benefits for everyone. 

The first element of this synergy, which I am very proud to announce here today, is Italy's choice - through the Mattei Plan - to contribute, alongside the EU Global Gateway, to one of the strategic projects of the PGII. I am referring to the "Lobito Corridor", the crucial infrastructure system which aims to connect Angola to Zambia, through the Democratic Republic of the Congo, and to connect regional markets to global ones.

Another significant step in our commitment is the decision to raise the strategic profile of the PGII, through the establishment, within the G7, of a Secretariat capable of strengthening its implementation and better coordinating the partners. This is essential as collaboration and coordination are critical elements for the success of the interventions we are carrying out together with the African nations. 

I think of the excellent synergy that Italy has established with the United States in Kenya, one of the Nations where two pilot projects in the renewable energy sector of the Mattei Plan – one for the development of biofuels, the other for the production of geothermal energy - are taking shape. 

To accelerate the implementation of all these initiatives it is crucial to pool and combine financial resources. We have worked extensively in recent months in this direction, and I am particularly proud to announce the establishment, together with the African Development Bank, of innovative financial instruments, which are open to the contribution of those interested in developing co-investment strategies. 
And I would like in this context to acknowledge the United Arab Emirates for having made an initial contribution to our multi-donor fund, a fund that we hope will also grow together with you in the coming months.

Alongside all this work, we also intend to support the Virtual Platform for Investments in Africa, launched by the African Union and the OECD, to improve transparency and public policies on investments in the continent. This is an instrument that aims to enhance the great potential of African nations, which are strengthening their ties through a free trade area on a continental scale. 

For too long Africa has been misunderstood and exploited, looked down on from above. But Africa is instead a continent that can surprise if put in the conditions to take advantage of what is extraordinary about it. It is up to us to collaborate with African nations, and to build with them new development opportunities, with a peer-to-peer approach, in order to grow together. We want to do it not through lectures and documents but with facts, turning our intentions into building blocks, answers and jobs.  

Here, my wish for each of us is that new synergies, and new opportunities, but in particular concrete answers, may arise from this meeting.

approfitto, quasi alla chiusura di questa prima giornata dei lavori del Leader Summit del G7 sotto Presidenza italiana per condividere con voi alcune importanti notizie. Sono state quattro oggi le sessioni di lavoro, la prima dedicata all'Africa, la seconda alla crisi in Medio Oriente, le due successive all'Ucraina, la prima di queste allargata al Presidente Zelensky e a queste sessioni si è poi aggiunto, come avete visto, un evento a margine che ha avuto come focus la Partnership for Global Infrastructure and Investment, uno dei grandi progetti in ambito G7 per lo sviluppo e la crescita delle nazioni più fragili, in particolare in Africa e in Asia. Voglio dire che sono molto soddisfatta del confronto, sono molto soddisfatta dei risultati che abbiamo raggiunto oggi, a partire ovviamente dal tema del sostegno all'Ucraina.

Sono trascorsi 841 giorni dall'inizio della guerra di aggressione russa all'Ucraina. In questo lungo periodo l'eroica resistenza degli ucraini ha impedito a Putin di portare a compimento il suo piano e la compattezza e l'unità d'intenti dell'Occidente hanno assicurato alla nazione aggredita gli aiuti necessari per difendere la propria libertà. Il G7 ha chiaramente ribadito questo impegno e vi confermo che abbiamo raggiunto l'accordo politico per fornire un sostegno finanziario aggiuntivo all'Ucraina di circa 50 miliardi di dollari entro fine anno grazie a un meccanismo di prestiti per la cui restituzione potranno essere utilizzati gli extraprofitti derivanti dai beni russi immobilizzati nelle nostre giurisdizioni. Non parliamo chiaramente di una confisca di questi beni ma degli interessi che maturano nel corso del tempo. Capite bene che quello di oggi è un passaggio politico fondamentale che ora dovrà velocemente essere definito dal punto di vista tecnico tenendo conto del quadro di riferimento già adottato a livello di Unione europea, ma è un risultato non scontato del quale vado particolarmente fiera.

Ci siamo occupati, dicevamo, anche del conflitto in Medio Oriente, su questo punto confermo il sostegno unanime alla proposta di mediazione degli Stati Uniti per un cessate il fuoco immediato a Gaza, per il rilascio di tutti gli ostaggi e per un significativo aumento dell'assistenza umanitaria alla popolazione civile di Gaza. Il G7 ha ribadito ogni sforzo per scongiurare un'escalation nella regione, per una soluzione politica duratura della crisi, con la prospettiva della soluzione dei due popoli in due Stati. Abbiamo, come dicevo, dedicato un focus all'Africa, tema al quale, come ormai sapete, la Presidenza italiana tiene particolarmente, del quale continueremo a parlare anche nella giornata di domani, sia nella sessione dedicata alla migrazione, che sarà la sessione di apertura della mattinata, sia nella sessione che vedrà anche il coinvolgimento delle Nazioni dell'outreach.

Ho raccolto dai miei colleghi ampio sostegno, ampia condivisione per il Piano Mattei per l'Africa, per l'approccio italiano che è un approccio di cooperazione da pari a pari con le Nazioni Africane, che sta dando i suoi frutti con l'avvio dei primi progetti pilota. In questo caso il salto di qualità riguarda la volontà di far dialogare i diversi strumenti che abbiamo messo in piedi negli anni a livello nazionale, a livello multilaterale, il Piano Mattei da una parte, le iniziative strategiche del G7 e dell'Unione Europea, quindi il PGII e il Global Gateway, perché si possano mettere a sistema i vari interventi e si possano portare avanti in un modo più coordinato. L'Italia ha anche annunciato di voler contribuire a uno dei progetti strategici del PGII, che è il cosiddetto Corridoio di Lobito, l'imponente sistema infrastrutturale che ha come obiettivo quello di collegare l'Angola allo Zambia, attraverso la Repubblica Democratica del Congo, e di connettere così mercati regionali e mercati globali. Sono felice anche di annunciare l'istituzione di nuovi strumenti finanziari presso la Banca Africana di Sviluppo, che ringrazio per una collaborazione che è stata molto preziosa, per sviluppare strategie di co-investimento negli ambiti del Piano Mattei, un’intesa quadro anche con la Banca Mondiale, sempre per agevolare i nostri investimenti nel continente. Voglio anche ringraziare gli Emirati Arabi Uniti per il primo contributo che è stato garantito al fondo dei multidonatori. Avete visto il side event sul PGII con la partecipazione anche del settore privato, delle banche multilaterali di sviluppo, un'iniziativa che dimostra la nostra volontà di far seguire azioni concrete ai nostri impegni. Da questo G7 non vogliamo che escano solamente documenti, vogliamo che escano anche fatti concreti che costruiscono quegli impegni. Avete visto ora e voglio davvero tornare a ringraziarli questa straordinaria dimostrazione del reparto attività sportive di paracadutismo dell'esercito brigata Folgore, davvero non era facile, adesso il vento è un po' calato, ma quando loro sono scesi con il paracadute, immaginate il peso tra il paracadute e una bandiera così grande, quella precisione non era affatto scontata, davvero penso che ci hanno fatto fare una figura molto bella e li ringrazio ancora una volta. Chiaramente la giornata, come sapete, si concluderà al castello di Brindisi per la cena offerta dal Presidente della Repubblica Sergio Mattarella che anche voglio ringraziare già da ora.

Ci aspetta domani una giornata altrettanto importante, con un pizzico d'orgoglio direi una giornata storica. Domani noi accoglieremo il Santo Padre, come ho detto già diverse volte, è la prima volta che un Pontefice partecipa ai lavori del G7. Io sono davvero orgogliosa che questo accada per la prima volta sotto la Presidenza italiana. Domani parleremo di intelligenza artificiale, di Indo-Pacifico, di sicurezza economica, di come avere catene d'approvvigionamento più vicine, più resistenti agli shock e torneremo, come si diceva, su Africa e Mediterraneo. Domani sera approveremo le conclusioni del Vertice, su cui c'è già un consenso dei leader e quindi pensavo che fosse utile fare un punto alla fine di questa prima giornata e chiaramente ci vedremo anche nella giornata di domani e soprattutto nella conferenza stampa di sabato. Colleghi, amici, rappresentanti del settore privato italiano e statunitense, 

la Partnership for Global Infrastructure and Investment è uno dei progetti strategici lanciati in ambito G7 per sostenere lo sviluppo e la crescita economica delle Nazioni più fragili, in particolare in Africa e in Asia. 

Quando quest’iniziativa è stata lanciata due anni fa, noi abbiamo creduto subito nella sua validità perché l’approccio che la anima è lo stesso che ispira il Piano Mattei per l’Africa, il piano che l’Italia sta portando avanti insieme alle Nazioni africane per favorire investimenti di qualità e grandi progetti in campo infrastrutturale, energetico, produttivo, con un focus alla formazione e all’istruzione nel continente africano. 
È lo stesso spirito che si ritrova anche nel Global Gateway, promosso dall’Unione europea e rivolto anch’esso specificatamente al Continente africano.
 
Noi consideriamo la PGII, il Piano Mattei e il Global Gateway i tre pilastri di una strategia più ampia del G7 per costruire un nuovo modello di partenariato con le Nazioni africane. Abbiamo a tal scopo intenzione di creare, tra queste tre iniziative, sinergie strutturate e attività di raccordo, per massimizzare gli sforzi e gli investimenti. E ottenere così maggiori benefici per tutti. 

Il primo tassello di questa sinergia, che sono orgogliosa di annunciare qui oggi, è la scelta dell’Italia - attraverso il Piano Mattei - di contribuire, al fianco del Global Gateway della UE, ad uno dei progetti strategici della PGII. Mi riferisco al “Corridoio di Lobito”, l’imponente sistema infrastrutturale che ha come obiettivo quello di collegare l’Angola allo Zambia, attraverso la Repubblica Democratica del Congo, e di connettere i mercati regionali a quelli globali.
 
Un altro significativo passo del nostro impegno è la decisione di innalzare il profilo strategico della PGII, attraverso l’istituzione in ambito G7 di un Segretariato in grado di rafforzarne l’attuazione e coordinare al meglio i partner. Perché la collaborazione e il coordinamento sono elementi decisivi per la buona riuscita degli interventi che stiamo realizzando insieme alle Nazioni africane. 

Penso all’ottima sinergia che l’Italia ha instaurato con gli Stati Uniti in Kenya, uno dei Paesi dove stanno prendendo corpo due progetti pilota nel settore dell’energia rinnovabile del Piano Mattei - il primo per lo sviluppo dei biocarburanti, il secondo per la produzione di energia geotermica.
 
Per accelerare l’attuazione di tutte queste iniziative è cruciale mettere in sinergia le risorse finanziarie. Abbiamo lavorato molto in questi mesi in questa direzione, e sono particolarmente orgogliosa di dare notizia dell’istituzione, presso la Banca Africana di Sviluppo, di strumenti finanziari innovativi, aperti al contributo di chi è interessato a sviluppare strategie di co-investimento. 
E desidero, in questo contesto, ringraziare gli Emirati Arabi Uniti per aver dato un primo contributo al fondo multi-donatori, fondo che speriamo possa crescere anche insieme a voi nei prossimi mesi.
 
A tutto questo lavoro intendiamo affiancare anche il sostegno alla Piattaforma virtuale per gli investimenti in Africa, lanciata dall’Unione Africa e dall’OCSE, per migliorare la trasparenza e le politiche pubbliche sugli investimenti nel continente. È uno strumento che ambisce a valorizzare il grande potenziale delle Nazioni africane, che stanno rafforzando i propri legami attraverso un’area di libero scambio su scala continentale. 
 
Per troppo tempo l’Africa è stata incompresa, sfruttata, guardata dall'alto in basso. Ma l’Africa è invece un continente che può sorprendere, se messo nelle condizioni di sfruttare quanto di straordinario possiede. A noi spetta il compito di collaborare con le Nazioni africane, e di costruire insieme a loro nuove occasioni di sviluppo, con un approccio da pari a pari, per crescere insieme. Vogliamo farlo non con le conferenze e i documenti, ma con i fatti, trasformando in mattoni, risposte, posti di lavoro i nostri intendimenti. 
 
Ecco, l’augurio che faccio ad ognuno di noi è che da quest’incontro possano nascere nuove sinergie, e nuove opportunità, ma soprattutto nuove risposte concrete.

Good morning everyone, welcome to Italy.

I am very proud, it is an honour twice over for me to welcome you, in my capacity as both Prime Minister of the Italian Republic and current President of the Group of Seven. This is the seventh time Italy has had the responsibility of leading this forum, which will celebrate its 50th anniversary in 2025. Over these last decades, it has clearly taken on an irreplaceable role in managing global crises, and primarily those that endanger our freedom and our democracies.

Italy decided to host the Leaders’ Summit in Puglia, and this was by no means a random choice. We chose this location because Puglia is a region in the south of Italy, and the message we want to send out is that the G7 under the Italian Presidency wants to strengthen its dialogue with nations in the Global South. We made this decision because Puglia has historically acted as a bridge between East and West. It is a land of dialogue in the centre of the Mediterranean, that ‘Middle Sea’ connecting the world’s two major maritime areas: the Atlantic on one side, and the Indo-Pacific on the other. That sea is also represented in the logo that Italy has chosen for its G7 Presidency, together with another symbol of our identity: a centuries-old olive tree, with its strong roots and its lush foliage looking to the future. Among the leaves, there are seven olives representing our nations and their cooperation on major global challenges. All these symbols provide an overview of the Italian Presidency’s objectives: on the one hand, to clearly highlight what unites us and strengthen our cooperation, and, on the other, to be able to talk with everyone. In other words, the G7 is not a fortress closed off to others which perhaps has to defend itself in some way; it embodies values that we open up to the world in order to foster shared development.

There are many items on the agenda for our working sessions.
We will of course have the opportunity for plenty of in-depth discussion over the next two days, covering what has become a very full programme. We will of course be talking about the ongoing crises, starting with Ukraine and the Middle East. We will build on the work by the Japanese Presidency, moving forward with regard to both the need to create robust and controllable supply chains and what is probably the most complex challenge of our time: the advent of generative Artificial Intelligence. There is clearly the need to seize the opportunities presented by this challenge, while governing its risks. We will once again be discussing the importance of our increased focus on the Indo-Pacific and, as you know, the Italian Presidency also wanted to devote significant attention to a continent that is crucial for all our futures: Africa. With its difficulties and opportunities, Africa needs a different approach from us than the one we have often shown in the past. Another key issue the Italian Presidency has prioritised is also linked to Africa, and not only to Africa, and that is the matter of migration and the increasingly concerning role of human trafficking organisations that are exploiting desperate human beings.

So, there is a lot of work to do, but I am certain our discussions over the next two days will be able to deliver tangible and measurable results. I therefore wish to sincerely thank all of you for being here. It is a source of pride for us and the whole of Italy to host you, and I hope that, despite working a lot over the next two days, you will nevertheless also get a taste of the hospitality for which Italy is famous the world over.

Sono molto orgogliosa, è un doppio onore per me accogliervi tanto nella mia veste di Primo Ministro della Repubblica Italiana quanto nella mia veste di Presidente di turno del Gruppo dei Sette. È la settima volta che l'Italia ha la responsabilità di guidare questo Forum che nel 2025 compirà 50 anni e in questi decenni ha chiaramente assunto un ruolo insostituibile nella gestione delle crisi globali, particolarmente di quelle che mettono a repentaglio la nostra libertà e le nostre democrazie.

L'Italia ha scelto di ospitare il Summit dei Leader in Puglia. Non è stata una scelta casuale, lo abbiamo fatto perché la Puglia è una regione del sud Italia e il messaggio che vogliamo dare è di un G7 che sotto Presidenza italiana vuole rafforzare il suo dialogo con le Nazioni del Sud globale. Lo abbiamo fatto perché questa terra è storicamente un ponte tra occidente e oriente, è una terra di dialogo al centro del Mediterraneo, di quel mare di mezzo che collega i due grandi spazi marittimi del globo, cioè l'Atlantico da una parte e l'Indo-Pacifico dall'altra. Quel mare è rappresentato anche nel simbolo che l'Italia ha scelto per questa Presidenza italiana, insieme a un altro simbolo della nostra identità che è l'ulivo secolare, con le sue radici solide, le sue fronde proiettate nel futuro, tra le fronde sette olive che sono i simboli delle nostre Nazioni che cooperano insieme sulle grandi sfide globali. Tutti questi simboli offrono uno spaccato degli obiettivi della Presidenza italiana, da una parte chiaramente valorizzare ciò che ci unisce, rafforzare la nostra collaborazione, dall’altra sapere dialogare con tutti, cioè il G7 non è una fortezza chiusa in sè stessa che deve magari difendersi da qualcuno, è un'offerta di valori che noi apriamo al mondo per avere come obiettivo quello di uno sviluppo condiviso. Sono molti i punti all'ordine del giorno dei nostri lavori.

Chiaramente avremo modo di discutere molto e approfonditamente in questi due giorni in un programma che è diventato parecchio denso. Parleremo ovviamente delle crisi in atto a partire da Ucraina e Medio Oriente, costruiremo sui lavori della Presidenza giapponese avanzando sulla necessità di creare catene di approvvigionamento solide e controllabili, su quella che è probabilmente la sfida più complessa del nostro tempo, e cioè l'avvento dell'intelligenza artificiale generativa, chiaramente con la necessità di coglierne le opportunità governandone i rischi, torneremo sull'importanza di una nostra maggiore attenzione alla regione dell'Indo-Pacifico, ma come sapete la Presidenza italiana ha voluto dedicare ampio spazio a un altro continente che è fondamentale per il futuro di tutti noi, che è l'Africa, con le sue difficoltà, le sue opportunità, ci chiede un approccio diverso da quello che spesso abbiamo dimostrato in passato. All'Africa, non solo all'Africa, è legata un'altra questione fondamentale che l'Italia ha messo al centro della Presidenza, che è la questione della migrazione, il ruolo sempre più preoccupante che stanno assumendo organizzazioni di trafficanti, sfruttando la disperazione degli esseri umani. Quindi molto lavoro da fare, ma io sono certa che riusciremo in questi due giorni a portare avanti un confronto che sarà in grado di regalare risultati concreti e misurabili. Quindi davvero grazie a tutti per essere qui. È per noi un orgoglio ospitarvi, lo è per l'Italia intera e spero che in questi due giorni, nonostante si lavori moltissimo, riuscirete anche ad assaporare un pò dell’ospitalità per la quale l'Italia è famosa nel mondo.
