Thank you for being here. As you have seen, the President of the European Commission, Ursula von der Leyen, immediately accepted my invitation to come here to Lampedusa to see the situation for herself.      

I want to say that I do not consider this to be so much a European gesture of solidarity towards Italy, but rather a responsible gesture by Europe towards itself, because these are Italy’s borders but they are Europe’s borders too.

If anyone in Europe were to think that the global crisis we are facing could be solved by simply closing it within Italy’s borders, then they would be mistaken. The scale of the migration flows we are facing is such that, if we don’t work seriously and all together in combating illegal departures, this phenomenon’s numbers will overwhelm the border states first, but then all the others too. It is therefore a problem that inevitably involves everyone, that must be addressed by everyone, and I believe President of the European Commission von der Leyen being here this morning gives a sign of this awareness.

What is at stake here is the future that Europe wants for itself, because Europe’s future depends on its ability to address the great, epoch-making challenges of our time, and illegal immigration is undoubtedly one of them. President von der Leyen knows this very well, which is why I also want to say that she has been cooperative since the beginning of our work, I have always found her to be cooperative, and I believe this is very important.

Serious, complex and lasting solutions are needed, and we also need to all work in the same direction. There wouldn’t be much point in having part of Europe being committed and working to find solutions, while another part of Europe, for ideological reasons, works to dismantle that work and those solutions.

I keep saying that, considering the flows that Italy is facing, that Europe is facing, we will never solve the problem by talking about how to redistribute migrants within Europe’s borders. The only way to seriously address the problem, and to not have the solution for one nation creating problems for another nation, is to work on the external dimension and stop the illegal departures of immigrants. This is what European citizens are asking of us, but it is also what regular immigrants are asking of us – the many regular immigrants who live in Europe. It is what refugees are asking of us, those who really have the right to be a refugee, because we have not always been able to take care of everyone, also because of our problem with illegal immigration.
What are these solutions, these proposals? Those that Italy has been pursuing since the new Government came into office and on which we have found common work with the President of the European Commission: structural agreements with countries in North Africa to stop the departures, also to avoid the dramatic deaths at sea; a more effective fight against human traffickers, also by standardising legislation in the countries involved - as you will remember, we organised a conference on development and migration with all countries of the wider Mediterranean, also and above all to work on this front; legal immigration quotas agreed mainly with countries that cooperate in combatting illegal migration; an effective European naval mission to combat the smugglers and irregular departures; more efficient tools to return illegal immigrants, put in place by the European Union and not by individual nation states. In addition, I also believe that greater UN involvement is absolutely necessary at this point, which is something we will be talking about this week.

The first sign of this strategy, which is shared by the European Union, by the European Council - as stated in the Council conclusions - is the Memorandum of Understanding we signed with Tunisia. This is a very important sign, for which I wish to thank Ursula von der Leyen, and today we must manage to quickly and effectively implement that Memorandum which may be the first of other agreements with other North African countries, as the President has also said. This also shows a Europe that offers its contribution while asking for a contribution of responsibility in return.

We will be bringing these issues to the next European Council meeting in October. I am confident that the solutions will arrive, also because I have spoken with several leaders over the last few days and I am optimistic about the fact that Italy’s position, which I have told you about, is widely shared also within the European Council.
    
In the meantime I can confirm that we will be bringing a regulation to tomorrow’s Council of Ministers meeting to extend detainment to the maximum permitted by European rules, for the purpose of returning those who enter Italy illegally, and we will be giving a mandate to the Ministry of Defence to take immediate action to get the necessary facilities in place.

In closing, I wish to thank the European Commissioner for Home Affairs, Ylva Johansson, who has come here today to accompany President von der Leyen, Minister of the Interior Piantedosi, Regional President Renato Schifani, and the Deputy Mayor of Lampedusa, thanking also the people of Lampedusa, whom we spoke with this morning. These people have always had to face an extremely difficult situation, and we keep finding very responsible, very nice people. I was pleased to also have the chance to meet and talk with them. We are committed to improving their conditions on the island. We have already done so, as you know, with a EUR 45 million investment for the island, for the very purpose of helping to centrally manage a number of issues that the municipal administration, being so small, may not have the necessary resources and tools to handle. I really want to thank them, also for their welcome at such a difficult time.

Grazie di essere qui. Come avete visto, la Presidente della Commissione europea, Ursula von der Leyen, ha immediatamente accettato l'invito che le avevo formulato a venire qui a Lampedusa per rendersi personalmente conto della situazione.

Voglio dire che io non considero questo tanto un gesto di solidarietà dell'Europa verso l'Italia, lo considero piuttosto un gesto di responsabilità dell'Europa verso se stessa, perché questi sono i confini dell'Italia ma sono anche i confini d'Europa.

E se qualcuno in Europa pensasse che  di fronte alla crisi globale che stiamo affrontando, la questione si potesse risolvere semplicemente chiudendola all'interno dei confini italiani, chiaramente prenderebbe un abbaglio. Noi siamo di fronte a una portata tale, in tema di flussi migratori, che se non lavoriamo seriamente e tutti insieme sul contrasto delle partenze illegali, i numeri di questo fenomeno travolgeranno prima gli Stati di frontiera, ma poi tutti gli altri. E quindi è un problema che inevitabilmente coinvolge tutti, che da tutti va affrontato, e la presenza della Presidente della Commissione von der Leyen questa mattina credo dia questo segnale di consapevolezza.

Qui è in gioco il futuro che l'Europa vuole darsi, perché il futuro dell'Europa dipende dalla capacità che l'Europa ha di affrontare le grandi sfide epocali del nostro tempo e quella dell’immigrazione illegale è sicuramente una di queste. La Presidente von der Leyen lo sa molto bene, per questo voglio anche dire che l'ho trovata collaborativa fin dall'inizio del nostro lavoro, l'ho sempre trovata collaborativa, e credo che questo sia molto importante.

Servono soluzioni serie, complesse, durature, e serve anche che lavoriamo tutti nella stessa direzione. Perché non avrebbe molto senso vedere una parte d'Europa che si impegna e lavora per trovare quelle soluzioni, e un'altra parte di Europa che per ragioni ideologiche lavora per smontare quel lavoro e quelle soluzioni.

Io continuo a dire che di fronte ai flussi che l'Italia sta affrontando, che l'Europa affronta, noi non risolveremo mai il problema parlando di come redistribuire i migranti all'interno dei confini europei. L'unico modo per affrontare seriamente il problema, e per non far sì che la soluzione per una Nazione voglia dire creare un problema a un'altra Nazione, è lavorare sulla dimensione esterna, fermare le partenze illegali degli immigrati. Questo è quello che ci chiedono i cittadini europei, ma è anche quello che ci chiedono gli immigrati regolari, tanti immigrati regolari che vivono in Europa. Ed è quello che ci chiedono i rifugiati, chi ha davvero diritto a essere rifugiato, perché non sempre ci siamo potuti occupare di tutti, anche per il problema che avevamo con l'immigrazione illegale.

Quali sono queste soluzioni, queste proposte. Quelle che l'Italia porta avanti dall'insediamento del nuovo Governo e su cui abbiamo trovato un lavoro comune con la Presidente della Commissione europea. Accordi strutturali con i Paesi del Nord Africa per fermare le partenze, anche per evitare il dramma delle morti in mare.
Lotta più incisiva contro i trafficanti di esseri umani, anche uniformando le legislazioni dei Paesi coinvolti. Ricorderete che abbiamo organizzato una Conferenza sullo sviluppo e la migrazione con tutti i Paesi del Mediterraneo allargato, anche e soprattutto per lavorare su questo fronte.
Quote di immigrazione legale concordate soprattutto con i Paesi che collaborano al contrasto della migrazione illegale. Una efficace missione europea navale per contrastare gli scafisti e le partenze irregolari.
Strumenti più efficaci di rimpatrio degli immigrati illegali che vengano messi in campo dall'Unione europea, non dai singoli Stati nazionali. Poi credo anche, ne parleremo questa settimana, che anche un maggiore coinvolgimento delle Nazioni Unite sia, a questo punto, assolutamente necessario.

I primi segnali di questa strategia, che è condivisa dall'Unione europea, dal Consiglio europeo - questo dicono le conclusioni del Consiglio - è il Memorandum che abbiamo siglato con la Tunisia, un segnale molto importante, e per il quale voglio ringraziare Ursula von der Leyen, sul quale bisogna oggi riuscire ad essere veloci e incisivi per la realizzazione e l’implementazione del Memorandum, che può essere propedeutico, come la Presidente anche ha detto, ad altri accordi con altri Paesi del Nord Africa. E dimostra un'Europa che offre il proprio contributo chiedendo un contributo di responsabilità in cambio.

Sono i temi che porteremo al prossimo Consiglio europeo di ottobre. Confido che le soluzioni arriveranno, anche perché in questi giorni ho parlato con diversi leader e sono ottimista sul fatto che la posizione italiana che vi ho raccontato sia ampiamente condivisa anche in seno al Consiglio europeo.

Intanto confermo che nel Consiglio dei Ministri di domani noi porteremo la norma per estendere al massimo consentito dalle regole europee il trattenimento, ai fini del rimpatrio di chi arriva irregolarmente in Italia, e daremo mandato al Ministero della Difesa di attivarsi immediatamente per realizzare le strutture che sono necessarie.

Chiudo ringraziando la Commissaria agli Affari interni, Ylva Johansson, che è venuta qui oggi ad accompagnare la Presidente von der Leyen, il Ministro degli Interni Piantedosi, il Presidente della Regione, Renato Schifani, il Vice-Sindaco di Lampedusa. E voglio ringraziarlo, ringraziando i cittadini di Lampedusa, con i quali stamattina abbiamo parlato. Sono persone che affrontano da sempre una situazione estremamente difficile, continuiamo a trovare persone molto responsabili, molto belle.
Mi ha fatto piacere avere l'occasione anche di incontrarli, di parlare con loro. Ci siamo impegnati a rendere le loro condizioni sull'isola migliori. Lo abbiamo già fatto, come sapete, con un investimento di 45 milioni di euro per l'isola, proprio per aiutare a gestire centralmente alcune questioni sulle quali l'amministrazione comunale, essendo piccolina, può non avere le risorse e gli strumenti necessari. Ma davvero li voglio ringraziare anche per la loro accoglienza in un momento difficile come questo.
