Nel giorno della Festa dei lavoratori, il Governo sceglie di lavorare. Sceglie di lavorare per dare risposte a quei lavoratori e a coloro che legittimamente aspirano a migliorare la loro condizione. Lo facciamo con una serie molto articolata di provvedimenti, ma il più importante di questi provvedimenti è relativo al taglio delle tasse sul lavoro.

Noi abbiamo liberato un tesoretto di 4 miliardi. Lo abbiamo liberato grazie al coraggio di alcuni provvedimenti che avevamo portato avanti - penso ad esempio al superbonus, penso alla questione delle accise - e oggi destiniamo l'intero ammontare di quel tesoretto al più importante taglio delle tasse sul lavoro degli ultimi decenni.

Tagliamo il cuneo contributivo di quattro punti percentuali e questo taglio si somma a quello che avevamo già fatto nella precedente legge di bilancio. Così oggi, e fino alla fine di quest'anno, noi abbiamo un taglio del cuneo contributivo di 6 punti percentuali per chi ha redditi fino a 35.000 euro e addirittura di 7 punti percentuali per i redditi più bassi, fino a 25.000 euro.

È una scelta della quale io vado profondamente fiera. Aumenti che possono arrivare anche a 100 euro per i lavoratori con i redditi più bassi in un momento nel quale l'inflazione galoppa e il costo della vita aumenta. E davvero non riesco a capire chi riesce a polemizzare perfino su questa scelta.

Ma ci sono molte altre cose importanti che decidiamo oggi: la conferma del fringe benefit, l'erogazione liberale a favore del lavoratore completamente detassata a 3000 euro, dedicandola in particolar modo ai lavoratori con figli a carico; norme importanti in tema di sicurezza sul lavoro, sull'alternanza scuola-lavoro, sulla sicurezza degli studenti che partecipano all’alternanza scuola-lavoro; incentivi all’assunzione dei giovani pari al 60% del salario che prendono; sul finanziamento dei centri estivi per aiutare a conciliare vita, lavoro e famiglia, e in tema di assegno unico per i figli. 

E poi il reddito di cittadinanza. Come avevamo promesso noi distinguiamo chi può lavorare da chi non può farlo. Confermiamo, e anzi miglioriamo, il sostegno per chi non può lavorare, cioè per le famiglie in difficoltà che hanno al loro interno un minore, un anziano o un disabile, ma chi può lavorare viene invece inserito in un percorso di formazione al lavoro, con un rimborso spese nel periodo in cui si forma e con incentivi importanti per chi lo dovesse assumere.

E, in ultimo, ci occupiamo del lavoro delle persone con disabilità, sostenendo gli enti che le accompagnano e stanziando risorse per favorire la loro assunzione.

E io sono fiera che il Governo abbia scelto di celebrare il primo maggio con i fatti e non con le parole e credo fosse dovuto un ulteriore sostegno a un'economia che, pure in un momento di difficoltà, ci sta dando grandi soddisfazioni con una crescita, quella italiana, stimata per i prossimi mesi superiore a quella delle altre Nazioni europee.

I want to very much thank James Cleverly, Foreign Secretary, for being here today and for his fantastic words. My greetings go to the participants in this morning's workshop and to all the British guests who accepted the invitation to this reception that celebrates the strong friendship between Italy and the United Kingdom.

Our nations are traditionally linked by a broad convergence of interests and values, strong economic and industrial partnerships, and close cultural and civil society relations - fostered also by the existence of a large resident community. We also mentioned this in the meeting I had yesterday afternoon with Prime Minister Rishi Sunak. We talked about a new phase of bilateral cooperation by signing a Memorandum of Understanding that will guide our relations for the coming years. There is full agreement on the common objectives and on the path that Italy and the United Kingdom can take together to further strengthen an already solid bond.

The UK is a key partner for Italy in a number of cross-cutting sectors for economic and industrial cooperation: from energy to environmental sustainability and innovation. The work done today by our respective companies in the agri-food sector, which is traditionally one of the strong points of our bilateral relationship, is emblematic. Yet, both nations are aware that there is an untapped potential that we can still exploit considering the extraordinary work carried out by our trade associations that have supported the Ministry of Agriculture in today's meetings. I would also like to thank the Foreign Trade Institute led by President Matteo Zoppas for the valuable work done every day.

Italian agri-food is high quality, that my Government is strongly protecting and promoting through the international markets. Quality production and values that are identified in the traditions, methods, and territories of our nation. All elements that make 'Made in Italy' agri-food products a strategic asset of our economy and a key element of our know-how at international level.  

We are only at the beginning of our work, but we have already introduced several significant measures in these first six months of government: from decontribution for young farmers to the fund for technological innovation, from the extension of vouchers to the support for new agricultural entrepreneurs. Not to mention the work we are doing to strengthen the fight against counterfeiting and imitation of Italian agri-food products, which cost billions of euros in lost sales every year and implies a lower product quality. 

This is a common battle for both Italian producers and consumers all over the world. There is also a need to tackle structural and long-term challenges, including climate change and investing in innovation. Tradition and innovation have always been the key ingredients of the Italian agri-food know how.

The Italian agri-food system is strong and healthy, exceeding 60 billion Euro in exports in 2022, but we can achieve even higher goals, starting from the relationship between Italy and the United Kingdom. 

Agribusiness is a pillar of the Italian system. A strong 'teamwork' between the public and private sector, between institutions, trade associations, entrepreneurs and workers of the area, in order to be even stronger and more ambitious.

In a week’s time the coronation of Charles III will be celebrated. We know how much he appreciates the Italian landscape: a landscape also made by generations of farmers. A heritage we are proud of. 

Economy, culture, beauty, taste, health: five words that make one nation: Italy!

Voglio ringraziare di cuore James Cleverly, Ministro degli Esteri, per essere qui oggi e per le sue fantastiche parole. Il mio saluto va ai partecipanti del workshop di stamattina e a tutti gli ospiti britannici che hanno accettato l'invito a questo ricevimento che celebra la forte amicizia tra l’Italia e il Regno Unito.

Le nostre nazioni sono tradizionalmente legate da un'ampia convergenza di interessi e valori, da forti partenariati economici e industriali e da strette relazioni culturali e della società civile, favorite anche dall'esistenza di un'ampia comunità di residenti. Ne abbiamo parlato anche durante l'incontro di ieri pomeriggio con il Primo Ministro Rishi Sunak. Abbiamo parlato di una nuova fase di cooperazione bilaterale, firmando un Memorandum d'Intesa che guiderà le nostre relazioni per i prossimi anni. C'è pieno accordo sugli obiettivi comuni e sul percorso che l’Italia e il Regno Unito possono intraprendere insieme per rafforzare ulteriormente un legame già solido.

Il Regno Unito è un partner chiave per l'Italia in diversi settori trasversali per la cooperazione economica e industriale: dall'energia alla sostenibilità ambientale e all'innovazione. È emblematico il lavoro svolto oggi dalle nostre rispettive aziende nel settore agroalimentare, il quale è tradizionalmente uno dei punti di forza del nostro rapporto bilaterale. Tuttavia, entrambe le nazioni sono consapevoli che esiste un potenziale inutilizzato che possiamo ancora sfruttare, considerando lo straordinario lavoro svolto dalle nostre associazioni di categoria che hanno affiancato il Ministero dell'Agricoltura negli incontri odierni. Desidero inoltre ringraziare l'Istituto per il Commercio Estero guidato dal Presidente Matteo Zoppas per il prezioso lavoro svolto ogni giorno.

L'agroalimentare italiano è di alta qualità, che il mio Governo sta fortemente tutelando e promuovendo attraverso i mercati internazionali. Produzioni di qualità e valori che si identificano nelle tradizioni, nei metodi e nei territori della nostra Nazione. Tutti elementi che fanno dei prodotti agroalimentari ‘Made in Italy’ un asset strategico della nostra economia e un elemento chiave del nostro saper fare a livello internazionale.

Siamo solo all'inizio del nostro lavoro, ma in questi primi sei mesi di governo abbiamo già introdotto diverse misure significative: dalla decontribuzione per i giovani agricoltori al fondo per l'innovazione tecnologica, dall'estensione dei voucher al sostegno per nuovi imprenditori agricoli.

Per non parlare del lavoro che stiamo facendo per rafforzare la lotta alla contraffazione e all'imitazione dei prodotti agroalimentari italiani, che costano miliardi di euro di mancate vendite ogni anno e comportano una qualità inferiore dei prodotti.

Questa è una battaglia comune, sia per i produttori italiani sia per i consumatori di tutto il mondo. È inoltre necessario affrontare le sfide strutturali e a lungo termine, tra cui i cambiamenti climatici e gli investimenti nell'innovazione. Tradizione e innovazione sono da sempre gli ingredienti chiave del saper fare agroalimentare italiano.

Il sistema agroalimentare italiano è forte e sano, superando i 60 miliardi di euro di export nel 2022, ma possiamo raggiungere traguardi ancora più alti, a partire dal rapporto tra l’Italia e il Regno Unito.

L'agroalimentare è un pilastro del sistema Italia. Un forte "gioco di squadra" tra il settore pubblico e quello privato, tra istituzioni, associazioni di categoria, imprenditori e lavoratori del territorio, per essere ancora più forti e ambiziosi.

Tra una settimana si celebrerà l'incoronazione di Carlo III. Sappiamo quanto lui apprezzi il paesaggio italiano: un paesaggio fatto anche da generazioni di agricoltori. Un patrimonio di cui siamo orgogliosi.

Good morning to everyone.

It is absolutely my privilege and honour to address you on my first visit to the United Kingdom as Prime Minister of Italy. 
I would like to express my gratitude for the invitation to this prestigious institution. Yesterday with my friend Rishi Sunak, we stressed our mutual belief in the importance of centres dedicated to cultural and political exchange like yours.
I would, therefore, like to warmly thank Lord Godson for thinking of me as the awardee of the Grotius Prize for 2023. 
The nature, the symbolism and political meaning of this Prize and the values that inspire it are the foundation of the Western political communities and are at the core of our Nations. 
We could consider Hugo Grotius as one of the fathers of the rules-based international order. Today, more than ever, freedom, peace, independence and sovereignty are principles worth re-affirming and - more importantly - fighting for, literally. Today more than ever we are called upon to defend these principles, the very foundations of the international law, without which we would be in a chaotic situation. 
The Ukrainian people have proven that there is something stronger than missiles and tanks: the love for freedom, an unbreakable force, because it is born and grows within us. 
As Winston Churchill once said: “All the great things are simple, and many can be expressed in a single word: freedom, justice, honour, duty, mercy, hope”. This is the true lesson that Ukrainian patriots have reminded each of us. On February 24th, 2022, the Russian Federation shocked the world by invading Ukraine. Putin's goal was to make Ukraine a vassal-State, denying its national identity.
But that plan failed against the courage of those who love their Nation and are not willing to lose their identity, their sovereignty, their freedom. It shattered against the reaction of the Free World, which did not hesitate for a moment to take sides. The reaction - united, strong, determined - showed how much we are willing to fight to reaffirm our founding values and defend our achievements. Values and achievements that should never be taken for granted. 
The Russian aggression is not simply an act of war; it is an assault against the fundamental principles of civilization and we cannot allow the law of the strongest to overcome the strength of law. This is not exclusively an interest of Europe. This is the basis for peaceful coexistence of all nations.
I know that there are many who feel that Europe has, in the past, failed to acknowledge that the world’s problems are also ours. Until the past few years, our vision and action have been dramatically short-sighted. This should no longer be the case: we have to boldly tackle together the challenges of the Twenty First Century, and the Time Is Now!
Will the nations we call the “Global South” follow us?  Most of the abstentions on UN Resolutions come from Africa and Asia. We cannot give the impression that we do not dedicate the right attention to other key strategic areas of the world. The rest of the world is watching us. We have to counter the risk of polarization between the North and South, between “West and the rest”. We need to identify new areas of cooperation with these countries, with concrete offers, tailored to their needs.
This is why my Government is working to establish a model of cooperation with African Nations on an equal basis, an initiative called “Mattei Plan”, remembering the former CEO of Italy’s energy company ENI, whose birth date is celebrated tomorrow. The “Mattei Plan” for Africa is based on a strong refusal of the predatory approach of the past, and aims to cooperate with Africa to create its own prosperity through its many resources. 

Dear Lord Godson, Dear Guests, 

It is a time of uncertainty and crisis. A time in which all of us – as individuals, populations and Nations - have the opportunity to prove ourselves. A crisis can be the engine of a choice, of an action, of a change. From a crisis we can emerge stronger and freer. And we can track the direction of a new path. A path in which we must have the ability to preserve what is precious and irreplaceable. Our identity, our history, our values. The civilization we built. 
We don’t stand with Ukraine because we like the war, we stand with Ukraine because what we want to defend is stronger than the fear of war. 
Sir John Ronald Tolkien wrote: “I do not love the bright sword for its sharpness, nor the arrow for its swiftness, nor the warrior for his glory. I love only that which they defend”.
The way is not to erase our home, it is not to give up our freedom or our values.
The way is to love our home and to make it even more solid and strong in bad weather. 
Roger Scruton said it best: "The real reason why people are conservative is that they are attached to the things they love". 
This is the time ahead of us, this is exactly the time we intend to live.
